Setting up Human Resources system defaults

You use the HR System Set Up window to establish and modify Human Resources (HR) system defaults. This window contains the following tabs:

Complete the following steps to set up or modify the HR system defaults:

  1. Open the window by typing HRRQSS in the Search field and pressing Enter.
  2. The window opens in Search Mode, so complete the Entity field and select Apply Search to generate a list of entities to select from. Selecting Apply Search without entering search criteria will return a list of all entities.
  3. Select the Entity and the window displays the corresponding record.
  4. Complete the following fields on the Generic Info tab:

    • Enable Payroll Interface: Indicate whether to enable the Payroll interface.
    • Show Update/Add Message: Indicate whether to display the window's status message at the end of each transaction after pressing Enter. This identifies whether the record has been added, updated, or deleted.
    • System Derived CD04: Indicate whether the CD04 field on all contributions, deductions, and hours (CDH) related HR windows are to be populated. Otherwise, the CD04 fields will not be populated by the HR system.
    • Fiscal Year: Indicates the fiscal year to preset on all fiscal year-sensitive windows, such as the Pay Assignment (HRPYPA) window.
    • Create Salary Index Code: Indicate the salary index code you want to create. This code is used in calculating employee pay by enabling the system to determine the employee's base and actual pay.
    • Schedule Type: Indicate the default schedule type value from the Salary Schedule Codes window.
    • Maximum Reimbursement: Indicate the maximum tuition reimbursement value. This is reflected on the Tuition tab of the Education and Skills (HREMES) window.
    • Workers Compensation: Indicate the default workers' compensation code.
    • Job Code Creation: Indicate the code for the job creation. The field establishes how you want to enter the job code. For example, if you have multiple entities using the same job codes, use E (entity). Otherwise, use M (multiple).
    • Generate the Applicant ID: Indicate how to track the applicant ID. For example, Auto Generate," "Manual Entry," "Social Security Number," and so on.
    • Allow All Applicants: Indicate whether you want to allow non-active employees to apply for requisitions marked as "internal."
    • PCN Create Code: Indicate how to generate the position control number.
    • Position Create Code: Indicate how to generate the position create code.
    • Assign PCN/POS for Employee: Indicate whether to assign the position control number (PCN) or position code for the employee. This value must be identified in order to send the correct value to Payroll. If the system setup identifies a one-to-one relationship between the PCN and position number, you should select PCN in order to update Payroll and the employee assignment on the Pay Assignments window with the PCN value. If there is a one-to-many relationship between the PCN and position number, you should select POS in order to update Payroll and the employee assignment when the assignment is made on the Pay Assignments window with the position number value.
    • Position Type: Indicate the position type value. This value may be preset from the Job Code Definitions window if a value was entered in association with the job code associated with this entry.
    • 2nd Address Type to PE: Indicate the address type to be entered on the Personal Information window.
    • Round Code: Indicate whether you want to use special rounding or no special rounding for the salary.
    • Generate the Employee ID: Indicate which method to use to generate the employee's ID.
    • 39 Month Calc: Indicate how to calculate the 39 month termination expiration date. The 39 month reemployment expiration date is system derived based upon the 39 month preset field on the Employee Definition window.
    • Address Public/Private: Indicate the public or private address code. The public or private code is used to determine which phone numbers and addresses are printed on letters, viewed to the user, and copied in phone books.
    • Bargaining Unit: Enter the bargaining units associated with this entity. A bargaining unit is a group of workers within a plant, firm, occupation, or industry that on the basis of commonality of interest or production process, is determined to be the appropriate unit for collective bargaining purposes.
    • Add/Update PE DB: Indicate how you want to add or update the personal information database.
    • Daily Patch: Indicate the type of daily corrections made to the default record. For example, daily time card adjustments.
    • Maximum Employee FTE: Indicate the maximum allowable full-time equivalency (FTE) for any one employee.
    • Default Hire Date: Indicate whether the hire date should be used to default the seniority date, district date, original hire date, and so on the Employee Master window.
    • Pay Cycle: Indicate the default pay cycle to be used on the Employee Master window. For example, "Monthly," "Semi-monthly," and so on. The pay cycle values are populated from the HR Non-Entity Specific Codes window (HRTBHR).
    • Default Name and Address: Indicate whether to use the default name and address.
    • Require TB Test: Indicate whether the system should require a tuberculosis (TB) test for each employee. On the Employee Master window, a transaction occurs that looks at the Employee Tracking window for a match between employee ID and tracking code of TB04. If not found or if the expiration date on the employee tracking record is past, then a warning message displays.

  5. Complete the following fields on the Tax Info tab:

    Note: The required setup module establishes the contributions, deductions, and hours (CDH) value to be assigned for various tax deductions and contributions. This window must be completed because the CDH fields on the Mandatory Assignments window are not maintainable.

    • FIT Deduction: Enter the federal income tax deduction CDH value for the default tax record.
    • SIT Deduction: Enter the state income tax deduction CDH value for the default tax record.
    • EIC Deduction: Enter the earned income credit CDH value for the default tax record.
    • State: Enter the state code for the default tax record.
    • Default Filing St: Indicate the default state filing status. For example, "Exempt," "Head of household," "Married," or "Single."
    • SS/FICA: Indicate whether you want to display the Social Security Federal Income Contributions Act (FICA) tax value on the tax record. This is a United States payroll or employment tax imposed by the federal government for both employees and employers to fund Social Security and Medicare.
    • Cnt/Ded Indicator: Indicate the code that represents whether the Social Security FICA tax is a contribution, deduction, or both.
    • Deduction: Enter the deduction number if the Social Security FICA tax is a deduction.
    • Contribution: Enter the contribution number if the Social Security FICA tax is a contribution.
    • Special Code 01: Indicate any special code associated with the tax default record.
    • Medicare: Indicate whether you want to display the Medicare tax value on the default tax record.
    • Cnt/Ded Indicator: Indicate the code that represents whether the Medicare tax is a contribution, deduction, or both.
    • Deduction: Enter the deduction number if the Medicare tax is a deduction.
    • Contribution: Enter the contribution number if the Medicare tax is a contribution.
    • Special Code 01: Indicate any special code from the tax default record.
    • Workers Comp: Indicate whether to display the workers' compensation tax on the default tax record.
    • Cnt/Ded Indicator: Indicate the code that represents whether the workers' compensation tax is a contribution, deduction, or both.
    • Deduction: Enter the deduction number if the worker' compensation tax is a deduction.
    • Contribution: Enter the contribution number if the workers' compensation tax is a contribution.
    • Special Code 01: Indicate any special code from the tax default record.
    • SUI: Indicate whether to display the state unemployment insurance tax on the default tax record.
    • Cnt/Ded Indicator: Indicate the code that represents whether the state unemployment tax is a contribution, deduction, or both.
    • Deduction: Enter the deduction number if the state unemployment insurance tax is a deduction.
    • Contribution: Enter the contribution number if the state unemployment insurance tax is a contribution.
    • Special Code 01: Indicate any special code from the tax default record.
    • SDI: Indicate whether to display the state disability insurance tax on the tax default record.
    • Cnt/Ded Indicator: Indicate the code that represents whether the state disability insurance tax is a contribution, distribution, or both.
    • Deduction: Enter the deduction number if the state disability insurance tax is a deduction.
    • Contribution: Enter the contribution number if the state disability insurance tax is a contribution.
    • Special Code 01: Indicate any special code from the tax default record.

  6. Complete the following fields on the Pay Info tab:

    Note: The Pay Info tab contains preset information applicable to the Pay Assignment windows.

    • Calculation Dates and Calc End: Enter the default calculation dates to be used on the Employee Pay window. This field identifies the first day that the employee is to receive pay through the last day they are eligible to receive pay. These are required fields.
    • Add PCN/ID: Indicate the default position control number or ID value to be used on the Entity Specific Misc HR Codes window. This field indicates whether the direct contribution is increasing to the total salary for all positions (AP), to a particular PCN of the user’s choosing (PP), or to the primary PCN (PM).
    • Pay Dates and Pay End: Enter the default pay dates to be used on the Employee Pay window. You must enter the dates that the pay associated with the pay assignment will be effective. These are required fields.
    • Position by ID: Indicate whether an association between a position and a particular ID is to occur in Payroll.
    • PCN Dates and PCN End: Enter the dates that the employee holds the position control number. If the employee was first placed within this PCN/Position combination on 04/05/1988 then this should be the begin date. Upon termination the end date should be entered.
    • Patch by Payline Hours: Indicate the type of hours sent to Payroll and used by the Patch by Pay Line software. This software is used to add new features and make corrections to the employee record.
    • Contract Dates and Cont End: Enter the default dates of the contract or assignment.
    • Pay Assignment Approval: Indicate the common code that will be used for processing by the Pay Assignment Utility window. For example, "APPR," "Send," or "Wait."
    • Calculation Option: Indicate the calculation option that you want to use when computing the employee’s salary.
    • Period Type: Indicate the default period type code to be used on the Pay Assignments window. This code identifies how the employee is paid. For example "Monthly," "Bi-weekly," or "Semi-monthly."
    • Default Index (APU): Enter the default index to be used in the calculation of the allocated person units.
    • Status: Indicate the default pay status to be used on the Employee Pay window.
    • Frequency (Freq): Indicate the default frequency type code to be used on the Employee Pay window. If frequency will not be used, enter A
    • Box: Indicate the default box number to be used on the Employee Pay window.
    • Hours Prorate: Indicate the default hours prorate value to be used on Employee Pay window. Valid values are H (prorate by hours) and D (prorate by days).
    • Regular Rate: Enter the value to be sent to Payroll and used as the regular rate. For example, "Daily rate" or "Hourly rate."
    • Credential Check: Select how the Requirement Codes window checking is to be utilized.
    • Default Hours to Vector 03: Indicate whether the actual hours should automatically default to the special pay-vectoring field. This is for use on the Pay Assignments window.
    • Prorate Salary: Indicate whether to use the default value for the Prorate Salary field on the Employee Pay window. If you select this field, then the employee’s salary will be prorated by their position control number full-time equivalency. If you clear this field, then all calculation options will assume a professional course definition FTE  of 1.00000.
    • Send Closed Addl CDH: Indicate whether closed CDH assignments with reason code T are to be approved and sent directly to Payroll or not approved and listed as wait on the CDH Assignments window.
    • Perform Maximum FTE to Employee Type Checking: Indicate whether HR is to check the employee type and related maximum full-time equivalency against the employee's total active pay assignment FTE to ensure the allowable amount is not exceeded.
    • Warn/Block: Select Warn if an employee has exceeded the maximum full-time equivalency for a particular type, but you still save the record on the Employee Pay window. Otherwise, indicate Block to prevent saving the record on the Employee Pay window.
    • Employee Type (1-5): Indicate the employee type to verify against the related maximum full-time equivalency value. For example, full-time or part-time.
    • Maximum FTE (1-5): Enter the maximum full-time equivalency associated with the employee type.

  7. Complete the following fields on the Addl Pay Info tab:

    Note: The Addl Pay Info tab contains additional default information applicable to the Pay Assignments window.

    • Use Pay Assignment Lock: Indicate whether expired employee pay records are to be locked.
    • Use PCN & Positions Allocation: Indicate whether the position control number and positions allocation codes are to be used for the assigned key or object. If the client has a one-to-many relationship between a PCN and positions, but wants to set up the position control at a one-to-one relationship, then the Position Control Number Allocation window must be used.
    • Use Calendar to set Default Days/Hours: Indicate whether the payroll calendar values are to be used for the default hours or days when entering a new record on the Pay Assignments window. If this field is not selected, then the default values from the PCN/Position Code Definitions window will be used.
    • Option: If the calendar values are to be used for the default days and hours, indicate whether the entire default line on the Employee Pay window is to be populated (option 1) or if just the default days per year value is to be populated (option 2).
    • Control APU PC by Fiscal Year: Indicate whether the allocated person units position control number is to be controlled by the fiscal year. If this field is selected, then once an assignment has been made on the Employee Pay window, the assigned allocated person units for that employee pay is expended for the remaining of the fiscal year. This is true even if the employee pay is closed the day after it is created.
    • System Generate Record Type: Indicate whether the system-generated record type should be based on the effective dates or fiscal year. Use this field to operate special functionality on the Employee Pay window. The field acts as a flag that sends a message to the Employee Pay window to auto-generate the record type. The user will then be able to tab past the Record Type field without entering a code on the Employee Pay window. If this field is left blank, the user will not be able to tab past the Record Type field on the Employee Pay window without entering a valid code.
    • Use Pay or Calc Dates for Salary Index Validation and Amount: Indicate whether to use pay dates or calculation dates for salary index validation.
    • Recalculate Actual Info for Closed Assignments: Indicate how to recalculate actual information on the Pay Assignments and Quick Pay Assignment windows for automatically closed assignments.
    • Block/Warn on insufficient PC budgeted: Select whether the professional code budget checking is to display a block or warn message if insufficient budget exists.
    • Hours / Month: Indicate whether HR will derive values for hours per month or use fixed values for hours per month in the appropriate employee salary calculation.
    • Hours / Month Value: Enter the value that represents the number of hours to be used when an “Hours per Month” value is needed in a calculation option on the Employee Pay window.
    • Hours / Year: Indicate whether HR will derive values for hours per year or use fixed values for hours per year in the appropriate employee salary calculation.
    • Hours / Year Value: Enter the value that represents the number of hours to be used when an “Hours per Year” value is needed in employee pay calculation.
    • Hours / Month: Indicates the allocated person units "Hours per Month" calculation.
    • Hours / Year: Indicates the allocated person units "Hours per Year" calculation.
    • Hours / Year: Indicates the allocated person units "Hours per Year" calculation.
    • Hours / Day: Indicates the allocated person units "Hours per Day" calculation.
    • Upper Limit: Indicates the allocated person units "Upper Limit" value.

  8. Complete the following fields on the CA Retirement tab:

    Note: The CA Retirement tab is used in association with the CA Retirement window and is for entities that utilize the Public Employee Retirement System (PERS), State Teachers Retirement System (STRS), and the Alternative Retirement System (ARS) scenarios. This structure is ideally suited for California entities. The contributions, deductions, and hours (CDH) definitions need to be established in Payroll prior to assigning on this window.

    • Retirement Code: Indicate a retirement code that represents the retirement status of the employee. This field is for informational purposes only.

      Public Employee Retirement System (PERS)

    • Retirement Code: Indicate a retirement code that represents the retirement status of the employee. This field is for informational purposes only.
    • ER: Enter the default PERS normal CDH numbers.
    • POST(N): Enter the default PERS post tax normal CDH numbers.

    • Pre(T): Enter the default PERS pre-tax normal CDH numbers.
    • 100%ER(F): Enter the default PERS 100% employer normal CDH numbers.
    • Surv(S): Enter the PERS survivor benefits normal taxed CDH numbers.  This is for use on the CA Retirement window.
    • Surv(B): Enter the PERS survivor benefits normal non-taxed CDH numbers.  This is for use on the CA Retirement window.
    • ER: Enter the default PERS adjustment or miscellaneous CDH numbers.
    • POST(N): Enter the default PERS post tax adjustment or miscellaneous CDH numbers.
    • Pre(T): Enter the default PERS pre-tax adjustment or miscellaneous CDH numbers.
    • 100%ER(F): Enter the default PERS 100% employer adjustment or miscellaneous CDH numbers.
    • Surv(S): Enter the PERS survivor benefits adjustment or miscellaneous CDH numbers. This is for use on the CA Retirement window.

    • ER: Enter the default PERS reduction or miscellaneous CDH numbers.
    • Unit Code: Enter the default unit code. The unit code is used in grouping employees for PERS reporting purposes. The entries on the Oregon Retirement Info window and the CA Retirement window should be unique for each group of employees as defined in the PERS manual.

State Teachers Retirement System (STRS)

  • ER: Enter the default STRS normal CDH numbers.
  • Post(N): Enter the default STRS post tax normal CDH numbers.
  • Pre(T): Enter the default STRS pre-tax normal CDH numbers.
  • 100%ER(F): Enter the default STRS 100% employer normal CDH numbers.
  • Post(N): Enter the default STRS post tax adjustment or miscellaneous CDH numbers.
  • Pre(T): Enter the default STRS pre-tax adjustment or miscellaneous CDH numbers.
  • 100%ER(F): Enter the default STRS 100% employer adjustment or miscellaneous CDH numbers.
  • Post(N): Enter the default STRS post tax retroactive or miscellaneous CDH numbers.
  • Pre(T): Enter the default STRS pre-tax retroactive or miscellaneous CDH numbers.
  • 100%ER(F): Enter the default STRS 100% employer retroactive or miscellaneous CDH numbers.
  • Post(N): Enter the default STRS post tax special or miscellaneous CDH numbers.
  • Pre(T): Enter the default STRS pre-tax special or miscellaneous CDH numbers.

Alternative Retirement System (ARS)

  • Cont: Enter the ARS contribution CDH numbers.
  • Dedu: Enter the ARS deduction CDH numbers.

Supplemental Income Plans (SIP)

  • Supp Cont: Indicates how the retirement benefit deduction would be made from the employee pay if he opts for supplemental contribution.
  • Supp Adj: Indicates the supplemental contribution adjustment.
  • 457 Plan: Indicates how the retirement benefit deduction would be made from the employee pay if he is on the 457 Plan.
  • 457 Plan Adj: Indicates the adjustment value.
  • Police/Fire: Indicates how the retirement benefit deduction would be made from the employee pay if he is a part of the police force or the fire department.
  • Police/Fire Adj: Indicates the adjustment value.
  • 401 (K) Plan: Indicates how the retirement benefit deduction would be made from the employee pay if he is on the 401 (K) Plan.
  • 401 (k) Adj: Indicates the adjustment value.

  1. Complete the following fields on the Deferred Pay tab:

    Note: The Deferred Pay tab is used if you have deferred pay and lump sum payment situations. The CDH definitions need to be established in Payroll prior to assigning them on this window.

    • Deferred Pay Default: Indicate the default deferred pay option to be used on the Employee Master window.
    • (1) 9/12: Indicate the contribution numbers to be assigned to the 9/12 deferred pay cycle option. This option is used to calculate deferred pay for an employee on a monthly payroll that earns over nine pay periods and is paid over 12 pay periods.
    • Freq: Indicate the custom frequency code for the 9/12 deferred pay cycle contributions.
    • Box: Indicate the box number for the 9/12 deferred pay cycle contributions.
    • DED#: Indicate the deduction numbers to be assigned to the 9/12 deferred pay cycle option.
    • Freq: Indicate the custom frequency code for the 9/12 deferred pay cycle deductions.
    • Box: Indicate the box number for the 9/12 deferred pay cycle deductions.
    • Sep-June (2) 10/12: Indicate the contribution numbers for the September through June 10/12 deferred pay cycle option. This option is used to calculate deferred pay for an employee on a monthly payroll that earns over 10 pay periods during September through June and is paid over 12 pay periods.
    • Freq: Indicate the custom frequency code for the September through June 10/12 deferred pay cycle contributions.
    • Box: Indicate the box number for the September through June 10/12 deferred pay cycle contributions.
    • DED#: Indicate the deduction numbers for the September through June 10/12 deferred pay cycle option.
    • Freq: Indicate the custom frequency code for the September through June 10/12 deferred pay cycle deductions.
    • Box: Indicate the box number for the September through June 10/12 deferred pay cycle deductions.

    • Freq: Indicate the custom frequency code for the August through May 10/12 deferred pay cycle contributions.
    • Box: Indicate the box number for the August through May 10/12 deferred pay cycle contributions.

    • July-May (6) 11/12 Cycle: Indicate the contribution numbers to be assigned to the July through May 11/12 deferred pay cycle option. This option is used to calculate deferred pay for an employee on a monthly payroll that earns over 11 pay periods during July through May and is paid over 12 pay periods.
    • Freq: Indicate the custom frequency code for the July through May 11/12 deferred pay cycle contributions.
    • Box: Indicate the box number for the July through May 11/12 deferred pay cycle contributions.
    • DED#: Indicate the deduction numbers to be assigned to the July through May 11/12 deferred pay cycle option.
    • Freq: Indicate the custom frequency code for the July through May 11/12 deferred pay cycle deductions.
    • Box: Indicate the box number for the July through May 11/12 deferred pay cycle deductions.
    • Pay Header: This field displays the pay string header.
    • Default Pay String: Displays the default pay string format from the Payroll Gen Master Definition window. This default string will be assigned from the Employee Master window. The top line represents the pay string format from the Payroll general master record. The bottom line is for data entry of the values to be used in the pay line format.
    • Use Lump Sum Pay and assign Contribution: Indicate whether the "lump sum pay" feature is to be used and a contribution is to be assigned.
    • Lump Sum Pay CDH: Indicate the lump sum pay contribution number. This is for use on the Employee Master window.
    • Contribution Effective Dates: Enter the begin and end dates to be assigned to this contribution when it is assigned to the employee. This is for use on the Employee Master window.

  2. Complete the following fields on the Term Life tab:

    Notes: This tab is used to set up default CDHs used by the Term Life window.

    • Basic: Indicate the default CDH number for basic term life coverage.
    • Basic Accumulation: Indicate the default CDH number for basic term life coverage.
    • Supplemental: Indicate the default CDH number for supplemental term life coverage.
    • Supplemental Accumulation: Indicate the default CDH number for basic term life coverage.
    • Spouse: Indicate the default CDH number for spouse term life.
    • Child: Indicate the default CDH number for child term life coverage.
